On the normalized condition number of a computational problem

We define a normalized condition number which may be applied to many different computational problems and satisfy desirable properties. In addition, we obtain a general expression for its expected value. Furthermore, when the set of inputs with a given output is a linear space, we give a more detailed statement, which imply that may be a better choice than the usual condition number.
